Nether portals will spawn on the exact coordinates in the nether with the same configuration. For reference, X and Z coordinates are divided by 8 in the nether. If the nether portal if made below y=0, the portal will spawn at y=5 in the nether (to avoid bedrock breaking).
If you want to link to a portal to above the nether roof, you still have to do it the vanilla way, but this data pack won't interfere with that (it won't make a portal under it, that is to say).
This data pack is handy for having portals be separate from other portals, so that there is no unintentional cross-linking.
You can toggle vanilla nether portal behaviour per player with /trigger toggle_vanilla_aligned_nether_portals_for_you

Nether roof: build the nether roof portal exactly above where the portal would generate with this data pack (same x and z coords, higher y coords).
