Changelog

Changes:
- 1.21.2+ Exclusive Changes due to Mojang's worldgen changes (I am unable to change these / changing these would unintentionally change other aspects in non-desirable ways)
  - Mineshafts now can generate on the surface
  - Monuments no longer have a water box
  - Phantoms can spawn when you are above Y=4
  - Aquatic Mobs now spawn at the proper sea-level Y~4, rather than Y~63
Fixes:
- 1.21.2+ Exclusive Fixes
  - Trial Chambers not generating
    - Inadvertantly makes them generate higher
    - There is a known issue where some rooms generate without walls... I have no clue what Mojang is cooking
  - Aquatic mobs would never be able to spawn
    - See the description page Generation Notes for previous and current spawning conditions
  - Rivers/Oceans had inappropriate snow start height
