Banner Flags

Fixed bugs:

• Not able to crouch place banners on any other blocks
• If you have land protection on your server use command: '/function bannerflags:delay_on' This will add a small delay when placing banners so players can't place them in protected areas.

If you also use Banner Bedsheets, update it as well.
